The Office of the Inspector General reports annually to the Governor and the Legislature a summary of its monitoring activities (California Penal Code section 6132). This summary of all OIG reports highlights significant issues within and recommendations to the California Department of Corrections and Rehabilitation, and whether the recommendations have been or are being implemented.
To monitor implementation of the Future of California Corrections Blueprint, the Legislature passed and the Governor signed legislation in 2012 mandating the OIG periodically review delivery of the reforms identified in the Blueprint.

To evaluate and monitor the state’s progress in providing medical care to inmates, the receiver requested the OIG establish an objective, clinically appropriate, and metric-oriented medical inspection program. The OIG agreed to inspect and report on each state prison annually on a cycle basis. MIU draft reports are prepared bi-monthly, and final reports are published to the OIG’s website after the receiver’s comment period and the final report letter is signed by the IG.
The OIG’s Discipline Monitoring Unit (DMU) is responsible for monitoring the California Department of Corrections and Rehabilitation’s (the department) employee disciplinary process pursuant to California Penal Code section 6133. The OIG monitors and assesses the department’s internal affairs investigations of alleged employee misconduct, as well as the disciplinary decisions related to sustained employee misconduct and any subsequent appeal. We monitor both administrative and criminal investigations conducted by the department. In addition, we monitor and assess the department’s response to critical incidents, contraband surveillance watch and in 2013 we included the Use-of-Force report as part of the SAR publication. We publish our assessment of monitored cases and the department’s response bi-annually, covering a six-month reporting period in each publication.

In 2011, the Legislature created an authorized review process codified in Penal Code section 6126. Upon request of the Governor, Speaker of the Assembly, or Senate Committee on Rules, the OIG will conduct a review of CDCR policies, practices, or procedures set forth in the review request. Upon completion of the review, the OIG will report its findings and recommendations to the authorizing entity.

Legislation in 2011 redirected the OIG’s independent audit and investigation functions to other state agencies, and replaced those functions with performance and policy reviews of CDCR as authorized by the Governor or Legislature. The archive page contains the prior audit and investigation reports completed by the OIG prior to the 2011 statutory revisions.
