Recommendations to CDCR

The Office of the Inspector General (OIG) provides independent oversight of the California Department of Corrections and Rehabilitation (CDCR). Through audits, monitoring, reviews, and investigations, the OIG assesses CDCR’s policies, operations, and outcomes. Based on these findings, the Inspector General issues formal recommendations designed to improve transparency, strengthen accountability, and enhance the effectiveness of CDCR’s programs and services for the benefit of the public.

Methodology

The Audits Unit will review each CAP received at the regular intervals, and determine if each recommendation is Implemented, Partially Implemented, Not Implemented, or Pending, according to the implementation status defined on the OIG’s website as follows:

  • Fully Implemented: The department implemented the recommendation in its entirety.
  • Partially Implemented: The department implemented a material portion of the recommendation, or is in the process of implementing at least a material portion of the recommendation.
  • Not Implemented: The department has not taken steps to implement the recommendation. Recommendations that are of “pending” status after one year without any material changes or updates will automatically be moved into this category.
  • Pending: The department has not provided a status on its implementation or is in the process of determining whether it will implement our recommendation.

The auditor reviewing the CAP response will notify the department when the Audits Unit disagrees with the department’s reported implementaton status on a recommendation and provide an explaination to the reasons why. The auditor will document each CAP, their review of the CAP, and any notifications to the department, as part of the permanent audit file.
